The board met at the Lodge at 4:00 on December 9, and approved the agenda with a couple of changes: they added a status update on the two parks (Deer Park and Mary Glover/Shallow Creek Park), and they tabled the first reading of proposed bylaw changes until after the new board is seated next month.
In the Manager’s Report, GM Wendy Case shared the latest water numbers: 4,052,000 gallons produced total (plant plus golf course well), 1,126,748 gallons sold, and an estimated 72% water loss. Leaks popped up after the well came back online, with Hoover getting hit the hardest, and the District is looking at options to improve that area. She also noted that call forwarding is now set up on the main number so after-hours calls go to the attendant on call. Good news from the recent emergency work: the final pump and well bill came in under $30,000. GM Case also highlighted an ongoing issue that affects everything the District is trying to fix: uncollected bills. She said that if accounts were paid in full, the District could potentially collect about $1.8 million total—broken out as roughly $1,192,000 in Facilities & Services (F&S), $557,000 in Standby fees, and $136,000 in Water revenue. That’s money that would have been available for operations, repairs, upgrades, and improvements over the years.
One of the more talked-about topics was the parks. Vice Chair Hardesty reported that he’s been making calls and was told the ownership of both parks is still being researched, and that a fence and water meter may have been installed without proper permission. The county is working toward an MOU with the Timberon Development Council and Neighborhood Watch, and the board suggested TWSD should be involved too, since the District has a stake in what happens there.
In New Business, the board voted to initiate the bid process to replace the plant fence for security. They also voted to solicit bids for a contractor to help locate water loss, while the Water Advisory Group moves forward with volunteer leak-detection efforts as well.
Public questions covered everything from leak detection and the SCADA system to whether bills can be prorated during outages (the chair said he’d ask the office to look into it). Bulk water during outages was also discussed. The sanitary survey is still in progress, and the District is working with the State on corrective items. The meeting wrapped up with thanks to the community, and the board adjourned at 4:53 PM.
