TWSD April Board Meeting Highlights
April 8, 2025 – Timberon Community Center (“The Lodge”)

The Timberon Water & Sanitation District Board met on April 8 for their regular monthly meeting. All board members were present along with General Manager Otis Price and Secretary Nanette Thorell.

Water Usage & Operations Update
Well #1 and the golf course well are producing 72 and 82 gallons per minute, respectively. The district currently has 565 active residential meters and logged over 2.5 million gallons used this month. Fifteen malfunctioning meters have been replaced. Water theft remains a concern, with more than 400,000 gallons unaccounted for since January.

David Hunter, now officially certified as a Level 4 Water Operator, gave a brief report on upgrades at the water plant, including instrument calibration, tubing installation, and updated state reporting. He and his wife are new Timberon homeowners and plan to stay long-term.

Financials & Budget Work
Treasurer JJ Duckett reported on the District’s current account balances. The Budget Committee shared a preliminary 2024–2025 cap of $1,105,000, with further breakdowns to come.

Discussion on Meter Disconnect Policy
The board continued its discussion on updating the meter disconnect/reconnect policy. Office Coordinator Jessica Roberts proposed options including year-round trash billing for all metered accounts and a flat fee for short-term inactive meters. After discussion and public input, the board voted to table the issue for future review.

PRC Oversight Under Review
The board discussed whether TWSD should continue under the oversight of the Public Regulation Commission (PRC), which is typically meant for privately owned water systems. Opinions from the public were mixed, but the board voted to move forward with investigating a potential change.

Lease Agreement with DTI Approved
A revised lease agreement with DTI (High Country Lounge) was approved. DTI will continue running the golf course and bar, assuming all maintenance, utility, and insurance responsibilities for a symbolic $1/month lease. Treasurer Duckett raised concerns about how the insurance terms are worded.

Waste Management Bid Process to Begin
With increasing issues surrounding the dumpster and trash service, the board voted to begin a competitive bidding process for a new waste management provider.

Personnel Item – Operator Contract Change
In closed session, the board discussed and later approved changing Level 4 Operator David Hunter’s contract from hourly wages to a salaried position based on a 40-hour work week.
